21st Century Community Learning Center Grants

Program Information:

The 21st CCLC initiative is the only federal funding source dedicated exclusively to after school programs. The project was originally administered by the United States Department of Education, beginning in 1997. In 2002, in coordination with the No Child Left Behind Act, administration of funds was transferred to State Education Agencies. The Eastern Regional Student Support Services Center (SSSC) works with NYSED and the NYS Technical Assistance Center for 21st CCLC programs to provide guidance and support to fifteen grantees reaching from the Canadian border, south to Columbia County. In the 2005-2006 program year the fifteen grantees served 8,155 youth, from kindergarten through high school. Over 120 community agencies partnered with schools to provide enriching opportunities for kids and to build community connections with families.

The focus for 21st CCLC after school programs is to link with the school day, but look and feel different. Once the school bell rings, children have time to relax and visit with friends, have a snack, get started on their homework and receive help with core subjects, and to participate in enrichment activities to broaden their minds and their worlds. By communicating with teachers and linking core curriculum with activity based learning opportunities after school, students build their own capacity for learning.

Grant Objectives:

If grant objectives are changed at any time during the program year, grantees must get approval from John Soja, via email jsoja@mail.nysut.gov. Remember that objectives should be quantifiable, and that internal evaluators should be using these objectives as a basis for their evaluations throughout the year.

EASTERN REGION TECHNICAL ASSISTANCE SESSION- The Albany Technical Assistance Session will be held on Monday, January 28th, at Capital Region BOCES, 900 Watervliet-Shaker Road, Albany NY 12205.  To register, please send e-mail to kschoonm@gw.neric.org or call 518-464-3950.

 

There will be a competition for 21st CCLC funding in New York State this year. 

 The following information was given by John Soja from the NYS Education Department on November 29th at The After-School Experience conference in Tarrytown, NY.

 Projected Time line:

The RFP will be posted by mid-December.

 There will be several regional technical assistance sessions for the RFP.  The Eastern/Capital region date is January 4th from 12-3 here at Capital region BOCES.  The regional TA information will be listed in the RFP.

 The RFP will be due mid to end of February.

 Peer Review - end of March

 Award announcements - Early May

 Start date for new grants - July 1, 2008.  This will be a full 5 year grant (most have been 4.5 years).

 RFP Details:

Anyone can apply (schools, community based organizations, faith based, higher education, for-profit, etc.)

 Eligibility:  The program must serve students who live in disadvantaged areas and attend schools with at least 40% free and reduced rates.  A list of eligible schools will be posted on the website with the RFP.

 Competitive priorities:

SINI Schools

Middle school/high school focus

 $900,000 limit for each application.

 You must hire an outside evaluator.

 The peer review team will be looking for well written objectives. There will be helpful links on the RFP to resources which assist in writing good objectives. Peer reviewers will be also be instructed to focus on the ten essential elements of the NYSAN QSA.
